  • Who is the Department of Employment and Labour?
  • What is the Occupational Health and Safety Act?

    The Occupational Health and Safety Act provides guidelines for the health and safety of persons at work and for the health and safety of persons in connection with the use of plant and machinery as well as the protection of persons other than persons at work against hazards to health and safety arising out of or in connection with the activities of persons at work.

  • Who is the Department of Mineral Resources and Energy?
  • What is the Mine Health and Safety Act?

    The Mine Health and Safety Act provides for protection of the health and safety of employees and other persons at mines and to promote a culture of health and safety, as well as to provide for the enforcement of health and safety measures in a mine.

  • What is an Approved Inspection Authority?

    The Occupational Health and Safety Act defines an Approved Inspection Authority as: “any person who with the aid of specialised knowledge or equipment or after such investigations, tests, sampling or analysis as he may consider necessary, and whether for reward or otherwise, renders a service by making special findings, purporting to be objective findings, as to:

    1. The exposure of any person
    2. The safety or risk to health of any work, article, substance, plant or machinery, or any condition prevalent on or in any premises
    3. The question of whether any particular legislated standard has been or is being complied with, with respect to any work, article, substance, plant or machinery, or with respect to work or a condition prevalent on or in any premises or with respect to any other matter, and by issuing a certificate, stating such findings, to the person to whom the service is rendered.”

    In terms of the OHS Act, an inspection authority can only operate if it has been approved by the Chief Inspector. The inspection authority approved by the Chief Inspector with respect to any particular service shall be an Approved Inspection Authority with respect to that service only.

  • What is a Competent Person?

    A Competent Person means an individual who has been assessed and found competent against a skills programme recognised by the relevant authority for this purpose.

    This individual must be qualified by virtue of their knowledge, training, skills and experience to perform the activities contemplated in the regulations and must be familiar with the provisions of the regulations which apply to the work to be performed by any person.

    The individual must be trained to recognise any potential or actual danger to health or safety that may arise from any activity that can pose a risk.

  • What is a Hazard Identification Risk Assessment (HIRA)?

    The Hazard Identification Risk Assessment is a process of identifying any safety, health or environmental hazards in the workplace.

  • What is a Baseline Risk Assessment (BRA)?

    The Baseline Health Risk Assessment is a process of identifying the health hazards (physical stressors, chemical stressors, biological stressors, etc.) in the workplace.

  • What is a Material Safety Data Sheet (MSDS)?

    A Material Safety Data Sheet is intended to provide workers and emergency personnel with procedures for handling or working with a substance in a safe manner and includes information such as physical data (melting point, boiling point, flash point, etc.), toxicity, health effects, first aid, reactivity, storage, disposal, protective equipment, and spill-handling procedures.

  • What is a Code of Practice (COP)?

    A Code of Practice is a document that complements occupational health and safety laws and regulations to provide detailed practical guidance on how to comply with legal obligations. It should be followed unless another solution with the same or better health and safety standard is in place.

  • What is an Occupational Hygiene Monitoring Programme (OHMP)?

    An Occupational Hygiene Monitoring Programme is derived from the Baseline Health Risk Assessment and defines the manner in which a personal exposure monitoring programme is compiled to ensure all exposure parameters are monitored on a continuous basis. The OHMP will track personal exposure levels and is utilized to identify any areas that may possibly pose a risk to the health of employees.

  • What is Noise Induced Hearing Loss (NIHL)?

    Noise Induced Hearing Loss is caused by exposure to loud sounds or continuously emitted high noise levels that results in the permanent loss of hearing of the exposed person.

  • What is Whole Body Vibration?

    Whole Body Vibration risks are encountered in the construction, agriculture, forestry, mining and transportation sectors and is a source of various symptoms like back problems, discomfort, visual and nervous system disorders, motion sickness and disorders of the reproductive and digestive systems.

  • What is Hand Arm Vibration?

    Hand Arm Vibration risks are encountered in the mining, iron and steel, construction, fabrication and forestry sectors and is a source of various symptoms like muscular, vascular, joint, neurological and bone disorders.

  • What is Heat Stress?

    Thermal conditions in Southern Africa is of such a nature that Heat Stress is the main concern and can be classified as a substantial risk to the health and safety of employees in their working environment.

  • What is Cold Stress?

    Cold Stress conditions are limited to mechanical environments (cold rooms, freezer rooms, etc.) and in areas where the winter temperatures regularly fall below zero and can be classified as a substantial risk to the health and safety of employees in their working environment.

  • What is Non-Ionising Radiation?

    Non-Ionising Radiation describes two areas of the electromagnetic spectrum, the first is optical radiation (ultraviolet, visible and infrared) followed by electromagnetic fields (EMF’s: power frequencies, microwaves and radio frequencies).

    Non-Ionising Radiation is found in various working environments and can have adverse health effects on employees being exposed to welding, heating, cutting, lasers and wireless communication sources.

  • What is Electro Magnetic Field (EMF)?

    Electro Magnetic Field is a range of the electromagnetic spectrum of Non-Ionising Radiation and includes power frequencies, microwaves and radio frequencies.

  • What is Ergonomics?

    Ergonomics is the science and practice of designing systems to fit people so that the tasks required of the human user are within his/her limitations, but also to ensure that best use is made of functional capabilities. The term "ergonomics" is derived from the Greek words ergon (work) and nomos (laws).

  • What is Indoor Air Quality (IAQ)?

    Indoor Air Quality refers to the air quality within a working environment and focuses primarily on the office environment.

    Indoor Air Quality (Sick Building Syndrome) can be affected by numerous physical stressors (lighting, noise, thermal discomfort, etc.), chemical stressors (gases: carbon monoxide, carbon dioxide, ozone, volatile organic compounds and dust particulates: asbestos) and biological stressors and includes the monitoring of microbial contaminants (mould, bacteria, etc.).

  • What is Local Extraction Ventilation (LEV)?

    Local Extraction Ventilation systems (dust extraction plants, fume cupboards, etc.) are one of the main engineering control measures that is implemented to remove contaminants from the working area.

  • What are Hazardous Chemical Substances (HCS)?

    Hazardous Chemical Substances are substances classified by the Occupational Health and Safety Act under the Regulations for Hazardous Chemical Agents as a substance that is both toxic and reactive and whose potential for inflicting harmful health effects is high if generated.

  • What is Crystaline Silica Quartz?

    Crystalline Silica Quartz is a common mineral found in the earth's crust. Materials like sand, stone, concrete, and mortar contain crystalline silica. It is also used to make products such as glass, pottery, ceramics, bricks, and artificial stone.

    Crystaline Silica Quartz is classified as a Table 1 Hazardous Chemical Substance, and the employer is required to conduct continuous exposure monitoring as defined in an Occupational Hygiene Monitoring Programme.

  • What is an Occupational Exposure Limit (OEL)?

    An Occupational Exposure Limit is the Time-weighted average (TWA) concentration for an 8-hour workday and a 40-hour work week to which nearly all workers may be repeatedly exposed without adverse health effects.

  • What is Personal Protective Equipment (PPE)?

    Personal Protective Equipment refers to protective devices, e.g., clothing, helmets, goggles, respirators or other garments and equipment, designed to protect the wearer's body from injury or harmful hazards in the working environment.

  • What is an Asbestos Contractor?

    An Asbestos Contractor is a certified company or individual, registered with the Department of Employment and Labour, that deals with the legal removal and disposal of Asbestos containing products as contained in the Asbestos Abatement Regulations.

  • What is Dust Deposition Program (DDP)?

    Dust Deposition Program which is a casual term for a Fallout Dust Monitoring Program.

    The Fallout Dust Monitoring Programme forms part of the baseline Environmental Impact Assessment process that is conducted for new developments as well as established activities and is to determine firstly the potential impact that new activities might have on the ambient environment, or secondly what impact an established activity has on the ambient environment.

    Ventilation Occupational Hygiene & Engineering plays an integral part in the supply of fresh air to a working environment.

    The mining environment poses unique challenges to the health and safety of workers and underground ventilation plays an integral part in the control of these hazards. Underground mine ventilation supplies a constant flow of air through the mine and is utilised to provide fresh air for breathing purposes, but also for the dilution and removal of dust, diesel exhaust fumes, ionising radiation, gases and heat that is created during the underground mining activities.
